Unfortunately, I didnt know about this question when I wrote to others earlier this month on this same issue: Award Type field.
Which is my way of saying that there is an appetite (from my at least!). Even if restricted could include core costs (which may make them indistinguishable from some unrestricted grants), my particular interest is in the legal perspective (ie whether those ‘charged with governance’ are monitoring operations properly, whether there has been a breach of trust etc).
